21 june, kathmandu- Socialist Party Neapal’s Dr Baburam Bhattarai said the budget for the fiscal year 2076-77 BS (2019-20) could be taken positively while analyzing it from the aspect of generalization and continuity of past.
On the commencement of the meeting of House of Representatives today, the former Finance Minister said, “Despite some improvements, the new budget came as the continuity of the past, failing to cause much excitement.” The former Prime Minister went on to say that a much progressive budget was the need of the hour and an ideological clarity was absent in the budget.
As he said, the budget should not be taken as a detail of the government income and expenditure. It should be viewed as a document to bring transformations in the country, instead. Sufficient budget was expected to be allocated for increasing productivity and making the country self- sufficient, but this part is less addressed in the budget, according to him.
Lawmakers raise plethora of issues Meanwhile, speaking in the ‘zero hour’ of the meeting of the House of Representatives today, lawmakers drew the government’s attention to the need of adopting adequate and foolproof measures to prevent the loss of lives and property from flood and landslide in view of the approaching monsoon, of providing adequate fertilizers to the farmers, and of the urgent need of controlling spread of dengue in Saptari.
Similarly, the lawmakers stressed the need of expediting development works and proposed projects like waterways and operation of Nepal’s own ship, formulation of an integrated policy regarding the projects of national pride, maintaining inter-ministry coordination, taking measures to reducing environmental pollution caused by the cement industry in Dang district.
Some lawmakers protested the killing of district political leaders of the CPN Chand group in the name of curbing violent activities of the Group, the disadvantage the withdrawal of the Guthi bill might have to some tenants tilling the land owned by some Guthis, especially the religious guthis, completing the remaining works of the peace process, the media council bill’s some provisions infringing on the press freedom and freedom of expression, among other issues.
